Hillsboro Special City Council Meeting
May 9, 2005
Mayor Baran called the meeting to order at 12:10 pm.
Roll call was taken and those present were Mayor Baran, Commissioners Trost, Richmond, McCammack and Hill.
Mayor Baran explained that because the population of Hillsboro has surpassed 5,000 people we are bound by State statute to form a 3 member police and fire commission a police pension board and a fire pension board.
Motion was made by Commissioner Richmond and seconded by Commissioner Trost to adopt Ordinance 1409 establishing a Police and Fire Commission. Motion carried 5-0.
Mayor Baran then gave his recommendations for members of the Commission, which would serve staggered terms.
Motion was made by Commissioner Richmond and seconded by Commissioner Trost to appoint Jim Moore, Mike Rappe` and Paul Tomazzoli to the Police and Fire Commission. Motion carried 5-0.
Mayor Baran used a lottery system to determine terms of office for the newly appointed Commission. Paul Tomazzoli would serve one year, Jim Moore two years and Mike Rappe` three years.
Motion was made by Commissioner Richmond and seconded by Commissioner Hill to adopt Ordinance 1410 establishing a Fire Pension Board. Motion carried 5-0.
Motion was made by Commissioner Richmond and seconded by Commissioner Hill to appoint as outlined by State statute, Mayor Baran, Clerk Booher, Treasurer McCoy and Chief Lyerla to the newly formed Fire Pension Board. The other 3 members would be selected from the present full time fire department personnel. Motion carried 5-0.
Motion was made by Commissioner Hill and seconded by Commissioner Richmond to adopt Ordinance 1411 establishing a Police Pension Fund. Motion carried 5-0.
Motion was made by Commissioner Richmond and seconded by Commissioner Trost to approve Mayor Baran’s recommendations of David B. White and John Jack Evans to the Police Pension Board. The remaining members would be elected from the full time Police Officers. Motion carried 5-0.
Motion to adjourn was made at 12:17 by Commissioner Trost and seconded by Commissioner Richmond. Motion carried 5-0.
