Hillsboro City Council Meeting

June 14, 2005

 

 

Mayor Baran called the meeting to order at 7:00 pm.

 

Roll call was taken and those present were Mayor Baran and Commissioners Trost and McCammack.

 

Minutes of the previous meeting were approved.

 

Mayor and Commissioners reports

 

Commissioner Trost stated the final draft of the budget has been completed and a copy will be placed at City Hall for review.

 

Commissioner McCammack asked Water Superintendent Fath to discuss the recent water problems. Fath stated the water plant has been running at maximum capacity due to the extremely dry May and had published a request for voluntary conservation by the public.  Fath asked the Council to consider putting an ordinance on the books that would address water conservation in the summer months. Mayor Baran asked Commissioner McCammack, Fath and Clerk Booher to research the subject and prepare a draft ordinance.

 

Commissioner McCammack stated the Waste Water Plant and the Street Department had been locating manholes on Tremont Street for the planned resurfacing of that street.  McCammack also stated that due to a power outage the Waste Water Plant has suffered approximately $15,000 in electrical damages; hopefully our insurance company will cover most of the loss.

 

Sergeant Brewer reported for the Police Department that for the month of May they handled 13 accidents and made 3 warrant arrests.  There were 16 verbal warnings given, 23 written warnings, 6 ordinance citations, 54 traffic citations, and 10 nontraffic citations issued.

 

Code Enforcement Officer Booher reported he had instructed the City Attorney to send final notices to several persons owning properties in the City that have not complied with City code.  Eight written notices for nuisance weeds and grass were issued and 7 have complied. Ten verbal notices have been given and all have complied.  There has been one verbal notice for open burning and one notice for having more than 3 dogs without a kennel license.  There have been 11 building permits issued and 2 are pending.

 

Mayor Baran complimented Booher on the job he was doing and mentioned had calls from other towns also commending the job the City has been doing.  Mayor Baran stated Mrs. Gooding had called to thank the Police and Fire Department for the job they did at the Library.

 

Motion was made by Commissioner Trost and seconded by Commissioner McCammack to pay monthly bills in the amount of $200,233.93.  Motion carried 3-0.

 

City Attorney Jarman reported he would be in on a conference call along with the hospital to a contact in Texas concerning mineral rights lease fees.

 

Mayor Baran asked Jarman to begin court proceedings involving the former Rader property and their non compliance with their abatement notice.  The Mayor also asked Attorney Jarman to begin condemnation proceeding on the Tretter property on Seward Street.

 

City Engineer Hunt reported DeLaurent would probably be starting the blacktop overlay on Tremont Street next week.  Commissioner McCammack asked Hunt to get a price on extending the project.

 

Motion was made by Commissioner McCammack and seconded by Commissioner Trost to approve the replacement of damaged motors at the Waste Water Plant.  The damages were caused by low power.  Motion carried 3-0.

 

Motion was made by Commissioner McCammack and seconded by Commissioner Trost to approve Ordinance 1412 concerning this years prevailing wage agreement.  Motion carried 3-0.

 

The next item on the agenda involved allowing parking on a portion of Rountree Street.  The Council decided to table this item until the next meeting.

 

Upcoming Agenda Items

 

Parking on Rountree, budget approval and approval of 6 Fire Department Auxiliary members.

 

Motion was to adjourn was made at 7:20 pm by Commissioner Trost and seconded by Commissioner McCammack.  Motion carried 3-0.
