Hillsboro City Council Meeting

April 26, 2005

 

Mayor Baran called the meeting to order at 7:00 pm.

 

Roll call was taken and those present were Mayor Baran and Commissioners Trost, Richmond, McCammack and Hill.

 

Minutes of the previous meeting were approved.

 

Commissioner Hill reported her departments have been working at the pool, campground and marina as well as mowing public properties.  Commissioner Hill also thanked the other departments that have been helping.  Hill next reported Ron Reynolds has scheduled the walkway between the marinas for repairs.  The marina will have a grand opening Friday night with a fish fry and there will be two Bluegrass Festivals in the campground one in July and one in September with no charge for the entertainment.  Commissioner Hill reported touring Glenn Shoals lake and noting there are still some lots that need to be cleaned up and lot markers need to be installed as soon as possible.

 

Commissioner Richmond reported work is progressing on the new dispatching area at the Firehouse and repairs on one of the squad cars has been authorized by our insurance company.

 

Commissioner Trost reminded everyone to submit their budgets to him as soon as possible so they can be approved in May.

 

Commissioner McCammack reported the spring cleanup is underway and going well.  Commissioner Hill complimented McCammack on his methods for cleanup as opposed to the way some towns allow residents to put all their trash at the curb. 

 

Mayor Baran recognized Millie Noyes who posed questions to Commissioner McCammack as to when the ditch flowing across her property would be cleared to prevent any flooding.  Mayor Baran asked Commissioner McCammack to set up a meeting between the two and develop a plan.

 

Mayor Baran reported on a meeting that was held with the I.E.P.A., U.S.E.P.A. and the Hillsboro Planning Commission concerning cleanup of the Eagle Zinc property.  It is hoped that the removal of the buildings will be allowed in the near future.

 

City Attorney Jarman reported on the request for Roleda Peiffer for a hearing concerning abatement of nuisances on her properties.  May 13th was set as a date for a hearing.

 

City Engineer Hunt reported completing the testing phase needed to apply for an IEPA permit to feed caustic soda at the water plant. 

 

Motion was made by Commissioner Richmond and seconded by Commissioner Hill to reappoint Gary Satterlee as Police Chief and John Booher as Code Enforcement Officer.  Motion carried 5-0.

 

Motion was made by Commissioner Hill and seconded by Commissioner Richmond to approve the purchase of a dry chemical feeder for the swimming pool.  The amount of the feeder was $3,850.00.  Motion carried 5-0.

 

Motion was made by Commissioner Richmond and seconded by Commissioner Hill to hire Nick Lanthrip as summer help in the Fire and Police Department.  Also to hire Tim Hopper as part-time lake patrol officer.  Motion carried 5-0.

 

Motion was made by Commissioner Hill and seconded by Commissioner McCammack to replace two part-time summer helpers with Danny Robinson Jr. and Andrea Jones.  Robinson will work with Sid Blankenship and Jones will work with Sam Whitlow.  Motion carried 5-0.

 

Motion was made by Commissioner McCammack and seconded by Commissioner Richmond to approve Hurst & Rosche’s recommendation to accept the Motor Fuel Tax bid from Delaurent Construction to resurface Tremont Street.  This will involve a thin layer of blacktop from Chase Street to Eccles Street for the cost of $24,243.00.  Motion carried 5-0.

 

Mayor Baran recommended the Council agree to have Lake Officer John Booher sign all documents involving City owned land in programs administered by the NRCS.

 

Motion was made by Commissioner Hill and seconded by Commissioner Richmond to allow John Booher to sign CRP documents involving City owned land around the lakes.  Motion carried 5-0.

 

Motion was made by Commissioner Richmond and seconded by Commissioner Hill to approve Illinois Consolidated request for construction work along Seymour Avenue and accept their road bond for any needed road repairs.  Motion carried 5-0.

 

Mayor Baran asked Commissioner McCammack to contact Mr. Houchin with ICTC about paying a one-time road bond instead of a payment for every project.  This could help everyone’s bookkeeping. 

 

Motion was made by Commissioner Richmond and seconded by Commissioner Hill to amend the current litter ordinance to establish a minimum fine of $250 for littering on Smith Road or Seymour Avenue.  Motion carried 5-0.

 

Mayor Baran informed the Council of Gene Knisley’s request to extend his bowling alley 5 or 6 feet to the West.  Mayor Baran asked Commissioner’s Hill and McCammack to review the request and bring their findings to the Council and the Zoning Board.

 

Commissioner Hill read a request from the Carr family residing at 129 Pinnacle Point and their desire to extend their boat dock further into the lake.  They asked to extend their walkway 4 to 6 feet thus putting their dock further into the lake.  Commissioner Hill had conferred with Lake Officer Booher and he stated this would not create a problem.

 

Motion was made by Commissioner Hill and seconded by Commissioner Richmond to approve the request of the Carr family to extend their dock 4 to 6 feet into the lake.  Motion carried 5-0.

 

Mayor Baran reminded everyone of the Cleanup project slated for 1:00 Sunday May 1st along Smith Road and Industrial Drive.

 

Motion to adjourn was made at 7:33 by Commissioner Richmond and seconded by Commissioner McCammack.  Motion carried 5-0.
